Of course, in a lot of games they have to be, or you'd have to restart every five seconds. In Far Cry you get to be a total hard ass, so the tracking can be realistic. When the stealth meter is at zero, that just means they can't see or hear you right now. Obviously a mercernary is going to have a pretty good guess which direction you're moving in.
