Why would they start now?

I imagine that the set-up for T4 is that it takes place in teh post-apocalyptic future, so here's a scene I want to see:

A bunch of those metal-skeleton Terminators sitting around a big council, debating how to stop John Conner:

"Let's send back a Terminator to kill his mom."
"Okay. Done."
"Wait a minute, why don't we just send back one of these even cooler Terminators to kill him, instead? You know, the ones with magic?"
"Yeah, that does sound better."
"Hold on, hold on. Didn't we have one that had the magic shape-shifting stuff, but also a flame-thrower attachment?"
"Ooooh! Yeah, let's send that one! And kill all his friends, too!"
