I got bored of that thread before you coined your new favorite phrase, but I'm fairly certain that you're totally off base. I'm not claiming that there aren't exception, and I think that maybe in focusing on "circumstances" you overlooked "odds are."

In any event, the point is that what isn't surprising is who is willing to act like a sadist when given license from an authority figure or (even better) structure. Occam's razor suggests that this means it's probably a more accurate interpretation of the results in question.
