I think your interpretation represents a level of All People Are The Same Person sufficient to put you in the MM/JW Peace Explosion league. There were people who resisted Milgram - most famously, a German nurse - and there were guards in the Stanford experiment who tried to stop the fucked-up guards. The sadist-salient finding of the Milgram experiment isn't that All People Are Latent Sadists, it's that You Would Be Surprised Which People Are Latent Sadists.

Consider a Milgram experiment with a much wider social scope: did all Germans in Nazi Germany treat Jews the same way? Unless by "circumstance" you mean "the entire set of characteristics, education, and experience which generates a particular person's response response to a situation", there is plenty of stuff that separates you and me (and Eichmann.)
