He means that it's simpler to mash and have fun, and furthermore that simple memorization unlocks success, not actual talent. The opposite of requiring memorization in a complex fighting game is that the game requires skill, which leads to:

Why can't every fighting game adopt smash's control scheme: the same simple commands for each characters moves (down + B, left + B, etc.)? Is it really more strategic and DEEP to require memorizing 5 step moves that are completely different for each character? Is it to inflate the value of bragging rights when you master a character?

A great example of what you ask for and why you'd still hate it can be found in Virtua Fighter where the core base moves are shared amongst the characters and even the unique moves are dirt simple; PPP, PPK, dr+K, f+P... yet it's regarded as the deepest and most difficult fighting game to master. I could try to explain why, but you're so far out of the loop, you'd have to be incredibly high to begin wrapping your head around it.

Or I dunno, maybe you like Virtua Fighter? Dead or Alive is also really simple to pick up and light on memory combos.
