If the solutions to drug addiction were less like Voltron and more like, say, Captain Planet, we'd have our big, gay panacea from the start. I already said that whole thing, without the cartoon analogy.

What I'M saying is that people DO NOT want to get off the drugs, so if you make this CRACK program a built in part of another program; if they HAVE to go through another part of the program to get to where they want, they won't bother with the whole thing and nothing will get done. This is aimed at those who KNOW they don't want to get off drugs even if that possiblity is readily available to them.
