Yes.
Sandman will not happen, not as a movie. Gaiman doesn't think a movie could tell the Sandman story properly, and he's right. The Death graphic novels, on the other hand, are either happening or likely to happen. Gaiman wants to direct them himself, though, and he's been working on something else prior to it to get his directing chops in. (He'll likely succeed... the man can do anything, and usually better than those that specialize in it.)
I have no idea who would play Death, although I can maybe see Rachel Weisz working. She's got the hair, the perkiness, and can the weird shadow behind the eyes that implies that she knows more than she's letting on.
