The USPS headquarters are Washington D.C. - that building, is just for Manhattan (and just for part of Manhattan, at that.) It wouldn't be possible to run the national postal operation from Manhattan - not only because the building would have to be HUGE, but also because the traffic situation would prohibit it.

(The administrative HQ is also in DC.)
