I do recall from the very hazy memory I had of purchasing Civ III and expecting a mind-blowing experience only to be sorely kicked in the balls getting walloped by a massed army of units. The only pre-requisite you needed was a great leader, and then god help you when it was under way and you were in its path.

Obviously when they decided to forget they had ever made Civ III they also forgot the army option. :(
