There are a couple of mistakes in your mage game (anagram!) that are making it hard for you to level. Don't get me wrong, playing a mage is fucking frustrating because you cannot CANNOT solo any instances, even if you're so high up the mobs don't give you XP. But every class requires a different playstyle, you can't play a mage like a hunter or a paladin.

The keys for PVE as a mage are knowing how to pull properly and knowing your ideal casting order. You line it up and knock it down: I usually try to kill mobs 2 levels above me and they never get a hit in.

I don't know any of the proper names for anything but my current order for PVE is:
hit them with the superfireball (the one that has to charge up)
if buddy mob is present, sheep buddy mob else next
instant cast fire spell (scorch? I have the talents where this puts fire vulnerability on them which makes this pretty good)
if mob is out of range of the ice explosion that freezes people then scorch and repeat else next
freeze them
scoot back a little and hit them with the regular fireball

95% of single mobs are dead at this point. The rest will die with another scorch or two.

I specced Arcane until I got to 30 or so, because ime arcane bolts and the arcane aoe spell are the best pve offensive spells until you get the superfireball, at which point it suddenly makes sense to use fire for everything. Then I paid the gold an respecced fire. It goes pretty well, the main thing about WoW that sucks if you're me is that my friends are all 70s and I'm still 45, so I just get on for an hour and diddle around in stv rather than trying anything fancy.

Once you get to where I am you barely need water because the fire spells don't suck up that much mana. The arcane ones did, though.
