If you're confused, the idea would be that there is a sliding scale, going from low seeders to high seeders, and it would make the downloaded amount be reduced.
For example, the numbers might be:
10-19 seeders = 75% ratio hit
20-49 - 50% ratio hit
etc
While still keeping full uploaded amount.
