Yeah. I also suspect that a good portion of the stuff Happ sells is designed for people who blew out the original equipment on their arcade games. In that case you'd need a trackball that can replace original stock. But yes, looking at the Happ unit + buttons + USB adapter - that's well over $150. With a custom cabinet, you could get a cheaper solution and also throw a USB hub in it somewhere hidden and pile the peripherals on. The hub also helps two-player cabs so that you can hook up USB gamepads in case a game of Gauntlet or the Simpsons breaks out.
But trackballs are an area in which I haven't done much research. I have a PC trackball hooked up to all the computers around here, so that has sated me for now. This thing from X-Arcade is already mounted (and the feel is great), but I suppose it could be stripped. It's definitely cheaper than a Happ solution... but then, you can get a backlit unit from Happ, so there's that.
