Regular toothpaste works fine, gel or otherwise, the key is that it not be too heavy on the grainy particles. The key is not to "rub like hell", but to spread it gently from the center out, using a paper towel tip or something. Spread, not rub. Once it is spread in a fine layer, rinse thoroughly with hot water and then dry with a sunglass rag or whatever.

I've resurrected many a fucked dvd/video game etc with this method. Once brought back to life, be extra careful as any sort of cleaning reduces the effectivity of the cd's protective coating overall.
Personally, I use generic Crest Gel.
