The voice acting is not great, and it is also not really terrible, it is just completely redundant and unimportant. Some is ok, most is less than ok, its all still better than the first dozen RE games.

Additionally about the simulation aspects, it is only MORE arcade-like than MW3 which is extremely strict according to the rules. MW4 does a great job of chopping out the worst things from MW3 and streamlines a lot of the really good simulation ideas. MW4 is definitly not an arcade game though, it just seems like one compared to the punishing unfairness of MW3.
