You can increase the number of bots but you can NOT play with bots on the bigger maps (if that was also a concern of yours).

To add more bots:

Open up (with a text editor): \Battlefield 2\mods\bf2\AI\AIDefault.ai

Inside the file contains the instructions to add more bots.

Basicly rem the 3 lines at the top, unrem the ones at the bottom and change your desired number of bots with

aiSettings.setMaxNBots 32 (where 32 is your number of bots)
