A cop only deters crime of he's right fucking there; anyone in law enforcement will tell you that every criminal thinks that they are smarter, they are different, they are special, and that they are going to get away with what they did. Some flatfoot passing by every hour or so deters nothing, glowering with no legal teeth deters even less.
