It aint just him though, everyone who's played it says it's needlessly complex with a horribly designed and unintuitive interface. The closest thing I've heard to something positive about this game is that after buying the strategy guide and studying it like a textbook, then armed with that knowledge after an additional TEN HOURS of simply wrestling with the interface, you'll finally get used to it. Not magically become an enjoyable game, just that you'll get used to it.

4X games with Complex interface? Infrastructure overload? Ugly, boring combat? This game's sounding more and more like Rebellion all the time.
