Maybe that's supposed to be a better incentive to stay hidden.

I think enemies will stop respawning if you stop alerting them.

I stand corrected. Brilliant game design. Force the player to play a certain way to compensate for your lack of skill.

Funny, Thief 1/2 didn't have any respawning.

But System Shock 2 did. It sort of contrived a deus ex machina (arf arf) for this, but there's no hiding it. And although the spawns, active only when the alarm was sounded and, it seemed, at the higher level, were annoying and nervewracking, I don't feel it got in the way of an excellent game. Or at least not too much.
