Phase 2: Announce "troop realignments" to withdraw troops from abroad and concetrate them at home so that uprisings may be crushed once martial law is declared. The troops abroad are unnecessary since the rest of the world is already a police state. Phase 3: KOBA STRIKES BACK! |
