Cocaine had been around for at least a century (remember Sherlock Holmes' "7% solution"). But for various reasons, the price dropped in the 1980s, which led to a large expansion in use. There are also social reasons why use expanded. The 1970s saw the hollowing out of American heavy industry and a general flight from inner cities. In the 80s, the (poor, mostly black) people who were left bought a lot of cocaine, especially in the form of crack. Back in those days, crack was the big drug on the streets. (Nowadays it would probably be meth.)

Some journalists argued that the CIA had contributed to the problem by funding the Contras, who engaged in a little trafficing from time to time. The truth of this is disputed, but what isn't disputed is that the 80s were the decade of greed is good, hair metal, and morning in america again. And if that doesn't make you want to use crack, I don't know what would.

Things got so bad we even had to whip out Pee Wee Herman to tell kids not to do crack (this was before he himself "whipped it out" in a public theater and ended his career.)
