No, good writing is what makes a good movie. Everything else is special effects. The original Assault on Precinct 13 had no stars, a miniscule budget (Carpenter and the two producers basically financed it out of their own pockets), and low production values, yet it's a damn good movie. The writing is what makes a film. Other things can enhance the experience, better actors, special effects, sounds, music, all help. But no amount of seasoning will fix a movie that starts with a script made of shit.
Kevin Smith made Clerks in a mini mart in New Jersey and had to do it at night because he couldn't afford to shut one down during the day, so they use the gimmick that the shutters won't open so they don't have to explain why it's night outside even though the movie takes place on a Saturday morning through afternoon, which works nicely with Dante's constant angst over his low status as a supervisor-clerk in a mini-mart. And Smith had to film using black and white because he couldn't afford color film (like Carpenter, he had to make the movie on a shoestring, financing it out of his own pocket). The writing is fresh, the comedy is funny and it's hilarious, even when you watch it a second or third time.
The movie "Tropic Thunder" was funny, gut busting. The first time. The second time, it all goes flat and none of the humor works again. I've never seen a film do that before.
