I'm hoping you're referring to the perpetration of violence, and not the perpetration of crime - 'moral' is a tricky word, though war is kind of amoral from certain perspectives. But comparing PTSD to feeling 'guilty' is kind of like comparing the behavior of a critter in a skinner box with the behavior of pavlov's dog. Cute phrase, though.
