CGA is four colors of a palette of 16 at a maximum resolution of 320x200. I've never seen anyone describe CGA graphics as "pixelated" because, for all its shortcomings, CGA graphics are crisp.

Gemini Rue looks nothing like CGA. To properly describe it, you would say it looks like VGA. You are seeing the stretched character sprites and thinking that it is a game in the style of SCUMM games or the Star Trek adventure games, like this:
