1 and 2 were Nightmare on Elm Street* and Tank Wars.
Covert Action was a ton of fun at the time, although I could never win the car chases and I never did the stakeout portions. I extremely enjoyed the cryptography, wiretapping, and infiltration minigames. Also, your reward for winning was a little vignette where it showed the type of chicks you'd bang depending on your score for that mission. The lowest scores would get you a ratty secretary in the break room or *gasp* a fat IT nerd if you really botched the job. Middling scores would get you average-to-pretty girls in a nice corner office, high scores would get you bikini babes at the beach or classy sophisticated ladies at a fancy italian mansion. Maybe the bikini babes were the tippy-top score, I can't remember. Each backdrop had 3-4 women you could get (cumulative, of course, so if you get the hottest office girl you also get to see her slightly less hot colleagues) so they really broke it down into granular ratings. I guess there were 16-20 different endings you could get? As a young kid I thought nothing of it but now it's funny to think of middle-aged programmers spending so much time setting up intricate reward schemes of CGA women. Well, to be fair you can pick your agent's gender so if you are playing as the woman then you are rewarded with progressively handsome men.
Also, the game had a set number of terror groups (26 I think) and as you went through the missions you'd slowly accumulate data about who the masterminds are, and arresting a mastermind (even if you did nothing else that mission) was worth a mountain of points. I really liked seeing masterminds get checked off of the "Most Wanted List", even though it had zero effect in-game. It looked like the Days of Future Past cover where all the X-Men have been crossed out, except it was terrorists.
Each mission starts with your boss saying "We've heard reports that [group] just committed [crime] in [city]. Go check it out and see what you can find". Then you'd have maybe two weeks in-game to attempt to foil the plot. It was pretty hard to catch all the perpetrators (e.g., driver, bagman, counterfeiter, courier, planner, mastermind) in any individual mission because they each had a role to play on a certain day. If your kidnapper is only needed on day 4 then by day 6 he'd have gone into hiding. If you arrest the courier first, say, but his work is required on day 10, then everyone relying on him for days 11-14 will go into hiding immediately. You'd have foiled the criminal plot but let the big fish get away, and sometimes it was smarter to let things progress a bit before you started snapping everyone up. BUT, you could sometimes convince a participant to be a double agent, which was worth a lot of points AND it counted as an arrest AND it bought you some time to catch the bigger fish. It was a fun game!
I played it again just a few months ago, it'd been about ten years since I'd last tried it but I really wanted to do the crypto stuff again. The crypto and wiretapping are still top notch. Crypto is just like the puzzle you find in the Sunday paper, where it's a 1-to-1 substitution cypher. The UI is pretty good for this part, though. Wiretapping is just like the tech stuff in Alien Swarm where you are trying to reassemble a circuit. The infiltrations, which used to be a lot of fun when I was a kid, are now ridiculously easy. You make some noise to alert the guards, run into the next room, and just camp the doorway. Each guard will step into the room, look around for one full second, and then start shooting. So, if you're standing just inside the doorway you can execute each guard as soon as they step inside. Once you killed all 10-15 guards in the building then you stroll around and collect all the evidence you want with no problem. The driving is still borderline impossible (you drive a slow car and you have to escape two or three fast cars on a top-down map, and the computer always picks the best method to box you in). The punishment for losing a car chase is just a gunfight, though, which is pretty easy for the same reasons the infiltrations are easy.
I also like the graphics a lot, but that's just nostalgia. If you haven't played this game before then it's not going to seem very good, so I don't think it "stands the test of time", but if you used to like it then you'll probably still like it.

In Pirates!, you would do a sword fight or a ship battle, and a minute or two later, you were kind of back on your way. In Covert Action, you'd spend ten minutes or so of real time in a mission, and by the time you got out of [the mission], you had no idea of what was going on in the world.
So I call it the "Covert Action Rule". Don't try to do too many games in one package. And that's actually done me a lot of good. You can look at the games I've done since Civilization, and there's always opportunities to throw in more stuff. When two units get together in Civilization and have a battle, why don't we drop out to a war game and spend ten minutes or so in duking out this battle? Well, the Covert Action Rule. Focus on what the game is.
