I kind of wondered that myself, considering I thought my faction was a Republic! Officially the only thing Civilian population is for is 1. To fill up your colony ships and 2. For every 250,000,000 you can build an extra-large orbital station. Also whenever you occupy a world that has another race's citizens on it they all go in the Civilians section. If you don't have the tech researched that allows you to house alien populations, they all evacuate the planet in their own civilian freighters and yachts, like some kind of interstellar "Well fuck the Terrans are moving in THERE GOES THE NEIGHBORHOOD". I guess enough players got sufficiently uncomfortable at how their only option for expansion was planetary genocide to make them change it.
As an aside however, Arinn Dembo, the Ronald D. Moore of Sword of the Stars, is a fairly progressive woman. I once called her on the fact she had written into Earth's backstory that in the future the idea of intellectual property was so insane it was equivalent to being a fucking Nazi. I told her I wanted my fifty bucks back. |
