Ratchet is a neutral town to both alliance and horde, much like Gadgetzan is. There's no indicator of that, especially because it's in straight up horde territory, but the guards will not attack you unless you attack enemy players. You can also become friendly with Ratchet by doing quests for people in the town, and then that will lower shop prices and make better items available and shit, as per the reputation system. Which is kind of gay because the reputation system is just another thing made for people who don't have jobs and can play all day (like me). :(

Note to anyone who ever plays an MMO: don't swim the long way around, especially in blizzard games. They don't put things there for the curious gamer looking to discover something other players usually don't. If there's going to be anything worthwhile in the game, you have to play for 5 straight hours with at least 3 or more other completely retarded players who have no clue how to play video games.
