Only in the last hour does it get elevated over the other prequels, which still isn't saying much. The opening space battle? Chasing robots down on lizards? Wookie battle? All pointless because there's nothing at stake; the shitty dialog and robot comedy are only accessories to the fact.

Apart from establishing Palpatine, the first two movies are completely unecessary. I think Lucas could have covered all the prequels had to say in 2 1/2 hours. And by "cover" I mean write the basic story outline, head the special effects, then leave everything up to others: people who can actually direct and write dialog.
