Yes AND yes. You get 3 unlocks to spend on whatever kits you want. If you're like me, the availiable options will include the two still-locked weapons from the first "tier" of vanilla BF2(the PKM and the Jackhammer) and the new "2nd tier" SF weapons that correspond to kits that I already have unlocks for. I would assume that if you're looking to unlock, for example, the ridiculously overpowered F2000 kit, but haven't yet unlocked the G3 kit, you could probably just spend 2 of the credits upgrading to it. Then you could spend the remaining credit on a G36E(cooler-looking version of the Spec Ops gun) for your medic.

It should really say something that no one is talking about the actual expansion, but everyone is talking about the new guns. My after-15-minutes impression: The ATV's are kinda neat.
