For Ali what's his name you are going to want to talk to the bar wench in the Sperent Bile in the docks District. I had high charisma you probably could just kill him it helps also if you agree with Shylocke rather than Cortes. I don't know about this quest ... do you mean Faust? If it is that ... I had a high Charisma skill. The sailor who witnessed the murder is the mute sailor on the third pier in the port district. Don't worry about Charisma it is only worthwhile inside the town it seems. Without loads of constitution and loads hit points the game gets very hard later on.
