To be fair, only Western (and in particular British and American) armies have a proper NCO system. Pretty much any other military evaluated is going to come up lacking in that regard. The ability for to have important decision and initiative spawn at lower levels really is an unfair advantage we have.

Yeah, I know it's a western thing; for some reason I just never gave much thought to the massive comparative advantage it provides, since no officer/enlisted type thing can really replace it. I just assumed other militaries had different ways of dealing with it. Given personal experiences and what I've studied in the past, it's a pretty dumbass assumption on my part.
As to the personal initiative thing, I'd definitely always seen that as an American military advantage (ie they're given the goal, not the means), but I'd always focused my attention on the lowest officer ranks and how they handled it, and seen the NCO's as more concerned with the nitty gritty. Again, stupid.

To call a few random terrorists who have figured out how to blow themselves up "A new way of war" is giving them way to much fucking credit. It's more like a childs tantrum. Do they have realistic political goals? Are their operations in any way related to acheiving those goals? Do they have any chance in hell? No. They are naive and angry and just want to lash out.

Well, I think it is because it is not just a few, random ones but a generalized and accepted phenomenon; at most, you'll find Arabs giving heavily qualified condemnations, even in wholly public arenas. You'd think if only from a basic grasp of what has proved useful the rejection would be more wholesale.

Even if you disagree with his conclusions (which you will), there are enough anecdotes and stories that you will probably get something out of it. The real weakness (he has the same problem in From Beirut to Jerusalem) is that he runs out of steam somewhat about 2/3rds of the way through and starts repeating stuff and telling stories about his great-aunt Mable or whatever.

I see. Sounds like I should give it a try. I'll see what the third world has to offer in its bookstores. Although, I must admit I am unlikely to finish my current load of books anytime in the next few weeks.
