On Windows XP or 2k, Administrative Tools under Control Panel, click 'Computer Management', then in Computer Management, under 'Storage', there's a sub-category called 'Disk Management'
You should be able to do everything you need to do here (change which volumes, partitions, get which drive letters and such). Note that this assume the Logical Disk Manager service has not been turned off by you under Administrative Tools->Services (I turn mine off since I never use it and it takes up RAM).
