Is a cloud-based mesh network able to do this or is it just fancy-sounding jargon to keep the whales excited?

I'm assuming full visibility for all connected players, rather than being individually instanced:

Theoretically possible. Practically? Very difficult. You have to keep some amount of data synced between the instances space has been divided into. You can't burden one instance with loads of data and calculations from another. You have to make the crossing an instance border seamless. You have to dynamically partition the instances in three dimensions to track user groupings. You have to deal with all the corner cases the aforementioned issues bring up.

Look at Eve Online. They've had a hell of a time keeping popular systems up in the past. The entire solar system is a single instance for full interaction. So, everyone in that system ends up on the same cpu. Or set of cpus - I haven't followed along with their server architecture recently. It's just fundamentally hard to divide a thing up across multiple machines when they have loads of shared, mutable state to track. Such divisions are easy when you erect a wall between, but you want a border in space to be both a window and a doorway.
