How could that possibly be a good thing for consumers?

Well, wait a second -- Steam is both the only store that can generate enough revenue to keep most of these shops in business and the platform featuring millions of pieces of shit. If I worked at Vito's deli and thought I could wander over to Carlito's deli and talk shit about Carlito all day I'd get arrested. Though Steam is a third party site selling the game, because of how it has dominated the market it's effectively the primary location any of these guys are making sales. I can't remember the last time I bought a game off a developer's website.

Steam can't be bothered to quiet the more toxic and worthless members of their community, so why not let developers do it? I'm also amazed that you can talk as much shit about a game as you want having not purchased it, but that's this other thing. I shouldn't have been allowed anywhere near that AotS forum.
