If you break off the lease early with no proof of shenanigans attempted by the landlord, he could claim you're the wrongdoer here. That might even be what he's attempting. Even if you want out of this apartment, get all your ducks in a line before you go breaking the lease.
Do you still have the eviction notice? Do you have the scraps of the contract he tore up? Get ahold of anything and everything proving your landlord was pulling this shit and store it someplace he can't get to it.
You were correct to ask for any proposals from him in writing. Do so for ANY proposal he offers you in the future.
Most importantly, assuming you already haven't, get help more knowledgeable than a bunch of assholes on a website. The folks at this number might be able to direct you to someone who can help. Failing that, do you still see your govt. shrink? Maybe that person can refer you to resources.
Fun related story about the worst landlord I ever had, some asshole who lived in a city over a hundred miles away and viewed the apartment as a distant source of checks. He'd gotten a friend of his to act as the building manager and offered to pay her under-the-table so she wouldn't have to pay taxes on her (apparently meager) earnings. A few years later, she learned he had been claiming all the wages he'd paid to her on his taxes all this time and now she owed the IRS several years unpaid income tax. Good times!
