"Too much" being "any at all" because station management and station warfare are the most boring things ever put to games.

What really kills combat is how trivially easy it is to avoid it. Gangs discover each other and can avoid each other indefinitely as each side calls in more and more reinforcements until it fizzles out. The only way to force anyone to a fight is laying siege to a station and you're right back to square one of the problem.
