My question is: are there audio filters to create the sort of effects you hear in these transmissions? Specifically crackling, warping, random volume fluctuations and static Jonsey, is this a serious question or were you fucking with us? We're talking about analog radio equipment built back in the 1960s and 1970s, most of which is designed for use in a dry building or transmitter installation on land, not intended to operate as marine transmitters on a boat. I'm surprised it worked as well as it did for the conditions it was used under.
Now, if I'm misunderstanding you and you want to simulate these in a recording made now on digital equipment, check out the open source audio editor Audacity and see if it has them.
