Worse, they tend to demand relatively specific action approaches. I'm pretty sure Barrett was the first standing gunfight for me in the game, and that's a rough place to have to develop that skill before you figure out what the game wants you to do.
That said, they are all equipped with a variety of win buttons, and you can always just invest the 3 points in the typhoon and never worry about a boss again. But the ideal would have been the ability to bypass or otherwise manipulate the situation using your chosen tools, and I'm not sure how something so obvious escaped their attention.
