Sure, it would make MORE SENSE for critical hits to be governed by Perception, gambling by Intelligence, random encounters by Outdoorsman/Survival, etc., but then - what are you gonna do with Luck? And you gotta have luck, because it puts the "L" in SPECIAL, and for some reason the designers are really fucking married to that acronym.
Sometimes I wish developers were forced to start fresh with each new project. Instead of codifying and classifying everything people liked about the original Fallout, wouldn't it have been great if the sequels actually added something new? I mean, in the first game, "ghouls" and "super mutants" were just various kinds of mutations, presumably representing only a fraction of the diversity to be found in the wasteland. In the sequels, they've been sperged over to the point where they're now basically Tolkien-esque fantasy races, each with their own little bundle of cliches and niche in the fantasy ecosystem - Ghouls are technicians, Super Mutants are warriors, Centaurs are guard dogs, and really bizarre and interesting stuff like the Master doesn't exist because it'd be too hard to even think up let alone animate.
Part of the fun of the original Fallout was encountering something new around every corner, whether it was a creature, a faction, a piece of technology, or some revelation about what the world was like before and how it got to be this way. The fun of the sequels is apparently watching the corpses of all these neat ideas get exhumed and shoved into little display boxes. Maybe it appeals to the kind of people who'd rather have a mythos than a story? You know, the ones who firmly believe that if HP Lovecraft were alive today, he'd be on book XVI of the Cthulhu Chronicles: Doom Troopers: Assault on R'lyeh (comes with fully-annotated pull-out map of R'lyeh!).
I'm getting off track. As far as character systems go, I'm partial to the one from id Software's Sandy Petersen's Ghostbusters RPG. Brains, Muscles, Moves, and Cool - what more do you need? |
