We are having issues moving from the proposal to a finished project for our web (PHP, MySQL) projects. Basically, once I hand the project off to our development head, I get a bunch of stupid questions or the project just stalls because development refuses to build something without explicit direction (and rightly so).
What I would like to be able to do is once the project is approved, quickly mock up the site by dragging elements together like I used to do with Access forms. If this mockup could be made functional from a navigation standpoint that would be awesome too. That way development would have an idea of what functionality I require in what area.
We are currently using MS Project server for scheduling and time tracking. All proposals are made from Openoffice writer documents. I welcome suggestions.
