Let's analyze it. Toreo (bullfighting) in Portugal is like drinking alcohol in an arab country.

The bullfighter speaks spanish. Celts, germanic and nordic, jews, romans, south-american ppl, philipines... Those are example of people that have talked spanish. Now born more native spanish speakers than english. And hispanics (south american ppl or indians) are growing in your country. (DO NOT DISCUSS ABOUT IT, IT WAS AN INTRODUCTION). Everybody will notice that it is a mistake. Maybe it was made for fun, but most of the people won't understand it (that it is a joke) and will think that u have never go to school.

It also reminds me the TF2 blog:

If you want to make real voices, just don't dub them to another languages (if it's not possible, like in this case). It confuses people, and it's not possible to translate to russian (or french or spanish or german...) the different english accents.
