I don't know if it's server pop or server culture but I've honestly not had Tor Anroc once in t3. I have had Temple of Isha a couple of times, and enough Talabec dam to make my eyes bleed. Also, probably lost 75% of them, usually because destro is near level cap and everyone on order is bolstered from 19 or 20.

I have to disagree with you on keep battles though. Again, it might be server culture (I'm on Oceanic), but get a group together to take battlefield objectives, and soon people will be jumping into your WB no problem. By the time you have all the BO's, you'll have enough to take a keep, and not with cheap leashing tactics, either, but honest multi-tanking and focused fire and such. What makes it great is that it's an organic experience; tanks understand that they're not there for dps, but to keep hate and will work out a taunt rotation all their own.

However, keeps favor defenders (as they should). Two equal warbands were fighting over the Avelorn keep, and we managed to turn away their assault after they breeched the first door. I know it was a band-aid fix to put INF in RVR, but damn if it didn't work for my server.
