You can still do Tenpenny Tower without blowing up Megaton. by Worm 10/30/2008, 10:50pm PDT You just need to find it, and it's plainly visible when you're walking to another quest area. However when they were touting this quest they said making the choice should open up Tenpenny Tower, I guess they meant it just opens up different quests involving Burke. I'll have to do a play through as a scumbag and neutralbag to see how it works out.
