Basically, anything copyrighted anywhere on the planet can't be legally distributed in the U.S. without permission of the copyright holder. It doesn't matter if the copyright holder is in Japan or Europe or wherever, and it doesn't matter if they have no plans to release or license it in the U.S. But almost nobody ever gets sued for pirating unlicensed/undistributed stuff, because the potential damages are too small to warrant a lawsuit. Expect our wonderful lawmakers to fix that one of these days.
