Ginormous perl userbase increases the chances that someone has done work for you in the form of a library. It's worth having a look, at least.

For this problem domain, the clunky parts of perl do not come into play so much (I'd count Unicode, Object Orientation, and manipulation of exotic data structures). You take a bunch of directives as input, shunt them into environment variables and command-line arguments and registry values and databases whatever, run your tests, and report back somewhere. It's programmatically straightforward, unless you have to manufacture your own shunts. So I would say choose a language that minimizes the amount of specification-laden glue code you're forced to write.
