Yeah, rebooted, but it's still happening.

It's weird. I can either attempt to drag the picture into Photoshop or do it the File-Open way and I get nothing -- no error message, no open document window... it's as if I aborted the attempt to open the file or never tried to open one in the first place.

I've found out in the last couple of minutes that if I save images as bitmaps through IE then everything is fine. But if I save those images as JPGs in Photoshop and then attempt to open them again I get nothing.

I almost never recommend reinstalling the app as a way to fix something, but I may just give that a shot. I'm in a world where something taking two minutes to install is absolutely unnoticeable.
