BioShock nevertheless looked gorgeous all the way through, so shitty hardware doesn't phase it.

I'd like to say that the security systems made some kind of narrative sense, but I found it difficult to get in position to "hack" certain devices, couldn't get the option to hack everything all the time,

I don't understand your point. The narrative sense of the hacking mechanic (questionable) versus its gameplay value (significantly less questionable) seems a slightly separate issue from how easy it is to get in position to hack. On that second issue: IIRC, there was only one camera that I was unable to hack despite creative jumping, in Neptune's whateverthefuck on a staircase. All the rest, include one son-of-a-bitch of a camera in Arcadia, simply required a lot of jump/hit x-ing. Maybe it's a result of the superior precision of my gamepad over your pussy mouse/keyboard combo. Turrets and cameras were the number one reason to get just the first freeze plasmid or to invest a little effort into the chemical thrower. Freezing was infinitely superior to electricity for hacking, as you avoid damaging the original and giving it a longer lifespan once it's yours. That was especially important on hard where the enemy/ Big Daddy AI/HP is a lot more lethal relative to the turrets and cameras than on medium.

and I still have no idea what the Security Bullseye plasmid was supposed to do. Was it supposed to permanently make cameras switch to my side?

It's supposed to temporarily turn the cameras/turrets on the unfortunate splicer/BD, at least long enough for them to become "permanently" hostile to that camera/turret. With Splicers, it was mostly handy on hard, as an entertaining vs. practical means of distracting them long enough for a headshot (I'd rank it with the insect swarm plasmid). With BD's, there was no reason not hack it before engaging, so I never experimented with how BD aggression responded to that. I almost always found a dead sprint to hack more practical in both cases, especially once I had the delayed detection tonic.
