Not that I've actually seen the insides of a arcade game, but in general if you unplug it for a day (or two if you're paranoid) any but the highest quality (aka too expensive for a fucking video game) capacitors will have discharged. I would also be shocked if they don't have bleeder resistors in there to make sure the capacitance drains promptly. Or you will be shocked, to be more accurate.
