-For a graphics card, I recommend the GeForce 7800GT which is probably around 300 dollars by now.
-I have a dual core CPU and I love it because it lets me encode mp3s AND run Soulseek (a known CPU and ram hog) AND play Call of Duty 2 at the same time. Does your father need this luxury? Probably not. Get him an Athlon 64 3800 or thereabouts. Note that your "23 month old" 3.0 GHz is not really that far behind today's P4 top of the line which is, I believe, around 3.8 GHz. Heat problems are really preventing higher clock speeds. AMD has always had lower clock speeds but roughly identical or better performance (especially in games).
-A good 17 LCD monitor for 200 dollars is not something I know of, but I don't know everything.
-You can probably do well with a good pair of 512 meg ddram sticks at PC 3200. Make sure you get a good brand name like Corsair or Mushkin.
-The most expensive component will definitely be the graphics card, but you can probably get a good system for a bit over a $1000 if you don't skimp on the monitor (which you shouldn't).
