UPDATE: MS hotfix by Entropy Stew 11/02/2005, 6:15am PST
The /usepmtimer thing above was a workaround, and wouldn't fully work for all games (I'd have to set processor affinity to single core for those every time I started up). Luckily, an MS hotfix has been released for this.

Do the following to make all things right in the world:
  • Remove the /usepmtimer from your boot.ini if you had added it before. This may or may not be necessary - I did it, and things work
  • Read the MS knowledge base article
  • Install the hotfix the article refers to
  • Install the latest AMD X2 drivers
