NOOOooooo, he's saying that other people tell him that he's funny. It's totally not self-congratulatory, he's just making it a point to mention how hillarious others think he is, that's all. Just like some humble internet soul who wants his readers to think he's attractive saying, "PEOPLE tell me that I'm attractive"
